How it works, step by step
The license and the certificate
Companies that transport waste generated by others must hold an A-901 license and a Certificate of Public Convenience and Necessity, or an exemption from that certificate. Questions on the license itself route to the Office of the Attorney General at (609) 376-2834.
Registration and decals
After the license, you complete an Initial Registration Statement and obtain decals for every piece of equipment used to transport waste. Additional or leased equipment requires its own registration and the lease agreements alongside it. For a roll-off operator this is a per-truck and per-trailer obligation that grows with the fleet.
Vehicle registration class
Vehicles must be registered Commercial with the motor vehicle agency. Passenger and Pass-Comm registrations are not accepted, which is a trap for an operator running a lighter truck registered the way they bought it.
If you generate your own waste
A self-generator (a construction company hauling debris from its own demolition, for example) is exempt from the A-901 license but must still register and file an affidavit of exemption, and still follows the department’s rules. Exempt is not the same as outside the system.

An Origin and Disposal Form must be completed before transporting waste to a disposal site.
