Which vehicles need it
Trucks, tractors and combinations over 17,000 pounds registered gross vehicle weight, and trailers over 10,000 pounds, hauling municipal or residual waste to Pennsylvania processing or disposal facilities. A roll-off truck clears the truck threshold comfortably.
A sticker each, plus a cab card
The truck and the trailer each need their own sticker, and the vehicle carries a cab card. Two stickers for one rig is the detail operators most often get half-right.
Facility-side enforcement
It is unlawful to operate without the authorization, and facilities may not accept waste from unauthorized or expired vehicles. In practice that means the tipping floor is where a lapse is discovered, with a loaded box and nowhere to put it.
Timing
Approximately 15 days to process, because printing and mailing run three times a week. The department advises renewing 90 days early, which is the number to put in your calendar rather than the expiry date itself.
