Who pulls the permit
The permit attaches to the property or operation rather than to the hauler: the city describes businesses, apartment complexes, strip centers and other properties with dumpsters or roll-off containers exceeding 50 cubic feet as the permit holders.

What an operator should know
Houston splits the question in a way most metros do not: the solid-waste permit follows the property and its container, and a separate public-works right-of-way permit is reported for any container placed on a street, sidewalk or alley. The 60-day trigger is the one to watch on long construction jobs, because a box that was exempt on delivery stops being exempt without anyone moving it.
