The hauler or the general contractor. NYC311 states it plainly: permits must be obtained by a carting company or general contractor, not by the property or business owner. Carting companies and general contractors must be registered with the Department of Transportation. A homeowner clearing bulk items uses the Bulk Item route, but the carting company still obtains the permit.
